Cover All Coloradans is a program that helps children and pregnant people get health coverage, no matter what their immigration status is. The program has similar benefits to Health First Colorado (Colorado’s Medicaid Program) and Child Health Plan Plus (CHP+).

Who qualifies for health coverage?
You may qualify for Cover All Coloradans if you:
- Live in Colorado
- Meet the income and household eligibility requirements. See requirements on the Health First Colorado and CHP+ websites.
- Are pregnant, have a pregnancy end after Jan. 1, 2025, and/or are 18 years old and younger.
What services are covered?
Covered services:
- Checkups and preventive care
- Doctor and specialist visits
- Pregnancy and postpartum care
- Well-child visits and immunizations
- Limited behavioral health services
- Hospital and emergency care
- Prescription medicines
- Vision services
- Most dental services
Services not covered:
- Starting January 1, 2027, members in Cover All Coloradans will not be assigned to a regional organization. This means benefits and services available through regional organizations are not covered. Benefits and services include:
- Case management services
- Inpatient hospital psychiatric care
- Residential and inpatient behavioral health services
- Cover All Coloradans members 18 and younger enrolled on or after January 1, 2027, will not receive Long-Term Services and Support services. This includes:
- Home-and community-based services (HCBS)
- Community First Choice
- Long-term home health
- Private duty nursing
- Hospice care
- Nursing home care
- Children ages 0-18 enrolled in CAC will have an annual dental benefit limit of $1,100. This means DentaQuest, the company that provides dental services to CAC members, will pay for up to $1,100 of covered services a year.
- Orthodontics (braces) will not be covered under the CAC dental benefit.
- Pregnant and postpartum members do not have the $1,100 annual limit.

- Apply by phone: Call 800-221-3943 (State Relay: 711). Phone applications are available Monday through Friday from 8 a.m. to 4 p.m.
- Apply by mail: Download and print a paper application.
- Apply in person: Apply in person at your county of residence’s department of human services or at a local application assistance site.
Where to get services
If you are enrolled in Cover All Coloradans, you can get care at any Health First Colorado provider. Members can search for providers using our Find a Doctor tool.
Cover All Coloradans members qualify for many Behavioral Health services.
Don’t qualify for Health First Colorado or CHP+?
If you are not pregnant and you are 19 and older, you may still qualify for a limited benefit called Emergency Medicaid Services.
If you don’t qualify for Health First Colorado or CHP+, OmniSalud is a program that provides Coloradans, no matter what their immigration status is, with a safe way to compare affordable, private health insurance plans and enroll on a secure online platform.
What you pay
Most covered health care services are available at no cost to members.
However, children age 18 and younger have an annual dental benefit limit of $1,100. That means that if a child’s covered dental care costs more than $1,100 during the benefit year, the family is responsible for the remaining cost.
Privacy and Security
Under state and federal law, information shared with HCPF to determine eligibility for Medicaid and CHP+ programs, including immigration status, is private and secure.
However, we cannot know how federal laws or processes may change in the future and these current laws have exceptions for law enforcement.
